　　A reception center has been set up to notify new inmates of all they are required to know, to impress upon them the necessity of observing discipline and obeying the law and to offer training and orientation for inmates to become acquainted with the procedures. In addition, various types of investigations and tests are conducted to comprehensively collect and review background information on the inmates. The results of this background review may lead to referral to the custodial section for further analysis and understanding of the inmate's circumstances. This process results in a more appropriate application of the Progressive System while bringing the correction of criminal offenders and drug abstention and treatment into full play.
